Darwen town centre live music venue proposed

Grant Mizon wants to turn the empty basement of a large mill building in Darwen into an entertainment hub.

The club in Borough Road would accommodate 150 people and create new jobs for the town.

The building was most recently occupied by Darwen Windows Ltd which vacated the premises in 2020 after going into liquidation.

Documents submitted with a planning application to Blackburn with Darwen Council by agent Antonio Caparelli say: “The application building comprises a substantial former mill premises of red brick construction located in the centre of Darwen. 

“It was constructed in 1901 as an industrial ‘bakery’ and later subdivided in to separate units with various commercial entities having located within the mill complex during recent decades.

“The lower ground floor of the premises has been vacant for some time. 

“The site’s owner has not received market interest from traditional mill occupiers and seeks to put the vacant unit to effective use through the delivery of a bespoke live music venue.

“The open, unimpeded space is considered highly suitable for a live music venue. 

“The scheme will include a bar area, customer toilets, staff/admin/first-aid room and a performance/DJ stage.

“It will provide a space for artists and DJs to perform within a ‘former mill’ complex which will be unique in Darwen.

“The proposed development will put the vacant space to effective use, will promote consumer choice in the locality, add to the vibrancy of Darwen’s evening economy and create jobs for local people. 

“The site is within an ideal location, within the centre of Darwen and within walking distance of other similar venues.

“While interest has been expressed in the upper floors of the building, the lower ground floor has not attracted interest.

“It is highly unlikely that a business will take on this section of the building owing to its ageing condition, lack of natural light and relatively low floor to ceiling height.

“The applicant has taken inspiration from the nearby ‘The Vault’ venue located at 8 Borough Road, Darwen within a property of a similar period. Other ‘mill-to-hospitality’ venues have also inspired the applicant.

“Within a 350 metre radius of the site there are two restaurants, a night club, three drinking establishments and another later night venue. 

“The proposal will create new jobs including cleaning staff, admin staff and bar tenders.
There are no changes required to the external façade of the building.”
